BEND, Ore. -- A Bend man rode an e-scooter into a section of Northeast Division Street closed for a construction project struck a large metal object, crashed and was killed, police said Friday.

Around 10:47 p.m. on Thursday, officers responded to a welfare check on NE Division Street near Third Street. A passerby had seen a man lying in the road and called to have officers check on him, Bend Police Communications Manager Sheila Miller said.

The northern stretch of Division Street was closed last month for a six-month, $12 million North Unit Irrigation District project to replace aging fish screens.

When officers arrived, they located a 40-year-old Bend man inside the construction zone. The man, identified as Tommy Robert Banks, was dead at the scene, Miller said.

Officers determined Banks was riding an electric scooter northbound through the closed section of Division Street when he struck a large rebar grid in the roadway and crashed, the police spokesman said, adding that he was not wearing a helmet.
