BEND, Ore. - A 47-year-old Bend man was arrested Thursday on charges he approached a 16-year-old girl at a neighborhood pool, asked her to babysit his child - then began texting the teen in messages that made her feel uncomfortable. He was arraigned Friday on four felony charges and later released from jail.
On Friday, July 31, Bend Police received a report of a man approaching a 16-year-old girl at a neighborhood pool and asking for her phone number so she could babysit his child, police Communications Manager Sheila Miller said.
"The man, later identified as 47-year-old Bend resident Collin Evan Fogel, began texting the girl, who was uncomfortable with the messages," according to Miller.
An officer took over the texting with Fogel and posed as the teen. Miller said Fogel repeatedly texted sexually explicit messages and images.
Around 12:45 p.m. Thursday, an officer posing as the teen agreed to meet Fogel in a parking lot in the 61300 block of South Highway 97. When Fogel arrived, Bend Police arrested him on suspicion of luring and second-degree online sexual corruption of a minor Miller said.
Fogel was arrested and lodged at the Deschutes County Jail. Initial court records showed he was booked on charges of luring a minor for sexual conduct and first- and second-degree online sexual corruption of a child.
He was held without bail pending his first court appearance Friday afternoon.
Court records show Fogel has no previous Oregon criminal charges.
Court records show Fogel was arraigned Friday on an initial charging document that included four Class B and C felonies, adding a charge of attempting to use a child in a dusiplay of sexually explicit conduct.
At Fogel's initial arraignment, Deschutes County Circuit Judge Alison Emerson set bail at $50,000. She ordered that he not use any online or storage devices or have any contact with minors, or frequent places they regularly congregate.
A jail officer confirmed Fogel was released from jail later Friday after posting 10 percent of the bail. He is due back in court next Friday for arraignment on an expected grand jury indictment.
